Usage: STR = WFDB_mstimstr(T);

Input: T: (integer) time, in sample intervals

Output: STR: (string) time, in HH:MM:SS.sss format

This function is similar to WFDB_timstr, except that the output string specifies the time with a resolution of 1 millisecond.
